Today, I will review another PC setup featuring her majesty, the popular RTX 4060. This graphics card is one of the most popular modern GPUs in the RTX lineup; while its performance is truly impressive, current market pricing keeps it from being strictly budget-friendly.
Initially, this card was installed in an i5-5400 combo. Yes, that weak processor couldn't even properly utilize 40 percent of the card's potential. However, the primary strategy was to acquire the GPU first and rebuild the system around a new platform later. Purchasing it brand new cost around $400, but achieving its full performance was impossible within the bottlenecked system. Consequently, I decided to build the surrounding setup as affordably as possible to fully unlock the GPU's true capabilities.
Choosing the AM4 Platform: Hardware & Budget Breakdown
To achieve this, I opted for the AM4 socket—the absolute undisputed king of budget platforms—represented here by the ASRock B550 Pro4 motherboard (which we previously featured in our budget PC assembly guide, available here). I ordered the board brand new from Newegg's eBay storefront for $87, complete with its original box and documentation. It arrived pre-flashed with an updated BIOS version, allowing out-of-the-box support for Ryzen 5000-series processors.
For the CPU, we are pairing it with the equally legendary Ryzen 5 5600. Featuring 6 cores and 12 threads, this processor is perfectly equipped to extract maximum performance from the RTX 4060. I managed to purchase it used (yet fully functional) from a Chinese marketplace for roughly $100. This configuration represents a hybrid build of brand-new and pre-owned components. The processor arrived in modest packaging, complete with a packet of thermal paste—a welcome inclusion.
Naturally, every system requires a solid power supply unit. In our case, the rig was already equipped with a 700W 80 Plus rated PSU, so no replacement was necessary. Regarding system memory, we reused the 2400 MHz DDR4 RAM modules from the old platform. While 2400 MHz is undeniably on the lower side—and ideally, any fresh AM4 build should utilize at least 3200 MHz memory—prevailing RAM prices led me to stick with the existing kit. Given that our target is strictly 1080p gaming without pushing higher resolutions, performance remains solid even at 2400 MHz. The overall assembly went smoothly without any hitches, and after roughly an hour, we had a high-performing gaming rig built at a fraction of standard costs.
Gaming Benchmarks: 007 First Light
The first title on our test bench is the latest 007 First Light. Playing at 1080p means GPU load isn't maxed out across all scenarios; however, to observe uncapped performance, I disabled V-Sync to see the exact FPS metric.
Under full load, GPU temperatures stabilized at a cool 70°C. VRAM utilization remained modest, primarily because we aren't driving higher screen resolutions. Meanwhile, CPU usage hovered remarkably low at just 24–40%, an impressive metric considering the chip's price point. As shown in the screenshot, the system achieved an average framerate of 78 FPS. RAM consumption topped out at just over 11 GB of our 16 GB capacity, which is completely normal for a modern, demanding game of this scale.
Gaming Benchmarks: LEGO Batman: Legacy of the Dark Knight
The second title we tested today is LEGO Batman: Legacy of the Dark Knight. In this title, VRAM usage was even lower, and we capped the framerate at 60 FPS.
As a result, both the CPU and GPU operated under very light workloads, which is an excellent result. Granted, an RTX 4060 is practically overkill for 1080p in less demanding titles, but running so cool and effortlessly directly contributes to long-term efficiency and system longevity.
Final Thoughts & Value Analysis
Furthermore, the exceptional performance of the processor at this resolution easily elevates this combination into one of the absolute best options in its price tier. When comparing current gaming console prices, building a custom PC becomes an exceptionally compelling path.
At present, an RTX 4060 can be picked up for roughly $350 on average. Paired with this budget AM4 platform, you end up with a high-performing system for around $800 total that handles 1080p seamlessly and even holds its own in 2K gaming—an outcome that is undeniably impressive for the investment.
